The dominant approach in communication studies across the world and in Iran, largely due to its primarily American origins that have focused on media studies, follows the paradigm of transitional communications in communication studies. This article, while addressing the issue of the transitional process of communications from the second half of the 19th century, has answered the question of what consequences this process has had in the field of communications in this country and the extension and dominance of a specific approach to communication technologies. To answer this question, in addition to explaining the two main approaches in communications, namely transitional communications and ritual communications, their extensions at the global level in the form of globalizing communications and intercultural communications have been discussed. In this regard, each of the communication approaches and their developments in the 20th century have been focused on their features and distinctions, and the globalizing of communications has been revisited as one of the various dimensions of the mega-project of globalization emerging from the American view of the world and global communications. This article, with a descriptive-explanatory approach and using document study method, has collected the necessary data for analysis. The study results show that adopting an active approach to expanding intercultural communications in Iran, especially in the West Asia region and the geographical area of Iranian culture in the long term, will provide cultural opportunities and advantages and consequently, it will have plenty of economic, political, and security benefits. Based on this, the strategic focus on the long-term expansion of intercultural communications will narrow the scope and field for the Americanization of the global project and pave the way for American detachment from global communications and culture.

The most important feature of the present age is the development of intercultural communication along with intercultural and intercultural communication. The increasing development of communication technologies has provided the grounds for the tightening of communication and the thinning of geographical borders, and has brought people from all over the world closer together in such a way that communication with people from different cultures has become inevitable. This has led to many issues; among other things, does communication with people who may be culturally different from us (Muslims) require adherence to specific normative frameworks? The present study, with the aim of achieving this issue and using a descriptive-analytical method, examined the thoughts of Ayatollah Khamenei and concluded that at least four principles, including invitation, justice, maintaining independence and dignity, and relying on commonalities in intercultural communication which can be used as a guide to communicate with others.

According to the ethno-cultural diversity, many educational and media basis in Iranian society are needed, in order to make good and healthy communication, in addition to the calm and peaceful interpersonal interaction. Cultural intolerance among diverse ethnics might cause to conflict, opposition, and discrimination and thus some negative affects on the majority beside the ethnic and religious minorities. Therefore, education, especially primary education in the age in which ethical and cultural schemas and assertions are shaped, is really important. This kind of intercultural instruction makes individuals aware of cultural differences and internalizes culture of tolerance. The educational system, which is based on justice and mutual respect, causes also to cultural dynamism and flexibility. Indeed, in this study, we attempt to reflect on the Constitution, as the basis of respect to minority (religious and ethnic); besides two cultural institutions, education and media, as the director in intercultural communication. Considered factors are the good citizenship, effective law system, and recognizing citizen rights.

This paper proposes an examination of the epistemological position of intercultural communication as it is experiencing a lack of orthodoxy tradition. It is claimed here that a lack of such tradition, in turn, has reflected itself on problems such as a) ill - determined subject matter of intercultural communication, b) ill - conceived theoretical stance of intercultural communication, and; c) undecided methodological considerations. We contend here that in order to demarcate the subject areas of intercultural communication, and in order to deal with the above-mentioned concerns, this scientific field should at least be able to resolve the question of what is the nature of problematic in intercultural communication. The paper goes on to claim that once the problematic of intercultural communication is determined the problem-solving processes would force the field to determine its paradigms and methodological considerations. To follow this line of logic, the paper uses a combined methodology and will indicate that it is a principle in intercultural communication that in order to solve problems one needs to rely on epistemological stance of the one’s researcher more than he / she will rely on traditional model of academic articulations. Therefore, we will focus on the role of language and symbols in formation of problems in intercultural communication, as well as their role in helping to resolve problems. We will consider three stages in development and evolution of social sciences. In the third stages, which started in the 1980s individuals ’as well as groups’, expectations took precedence over structural and coercive expectations.Taking these developments into consideration the paper claims that problematic of intercultural communication in the third stage can be understood and identified  as a result of the effect of four issues: 1- failures of scientific-paradigmatic of modern science, 2- local experiences of individuals and groups, 3- the interaction between extra - national expectations and new media specially internet.

Culture as the philosophy of life refers to the values, norms and rules, and actual behavior which is taken over by man from the past generations, and to leave it to next generation in a different form, separates individuals belonging to the culture from individuals belonging to other cultures. Each of these different attitudes describes the degree to which the culture values the past, the present, or the future. Cultures place emphasis on the events that have happened or will happen during the period that they view as important. In order to be able to describe and understand each of the involved cultures in a specific intercultural situation, three dimensions of culture are worked with: 'the horizontal cultural dimension'; 'the vertical cultural dimension' and 'the cultural dimension of time.
